Passage of this bill will provide the necessary modernization to the U.S. regulatory system to provide innovative feed ingredients for use on farms and ranches and increase the ability to compete globally.

Dear Chairman Sanders and Ranking Member Cassidy:

We are writing to encourage the Senate Commitee on Health, education, Labor and Pensions

and Congress to quickly pass the Innovative Feed Enhancement and Economic Development

(Innovative FEED) Act of 2023 (S. 1842), the legislative solution needed to modernize the

regulatory approval of innovative feed ingredients for use on U.S. farms and ranches.

The bipartisan bill would amend the Federal Food, Drug and Cosmetic Act (FFDCA) to confirm a

regulatory path for non-nutritive animal food ingredients that act in the animal’s gut to provide

production benefits, address human food safety concerns and affect the byproducts from

digestion from the animal. Currently, these products can only come to market if they go through

the Food and Drug Administration’s animal drug approval process. This legislation will provide

the necessary changes to ensure these ingredients are reviewed as food additives, which is a

more appropriate pathway to review safety to the animal and for the humans consuming the

resulting food products and the effectiveness of the intended use. This change will allow these

products to get to market more quickly for U.S. farmers and ranchers.

S. 1842 will bring animal food regulation into the 21st century allowing U.S. farmers and

ranchers access to these technologies to compete globally. Dozens of countries have already

approved these feed ingredients and those farmers and ranchers are safely using these

products, yielding results that improve animal production and well-being, diminish pre-harvest

food safety concerns, and boost sustainability opportunities for dairy, livestock and poultry

farmers. U.S. agriculture is at a competitive disadvantage without this authority.

We urge the Commitee and Senate to pass the Innovative FEED Act in a timely manner.

On behalf of our collective food and agricultural memberships, we write to urge Congress to pass legislation immediately to adopt the Tentative Agreement between railroad unions and management to avert a potentially crippling national rail shutdown.

 

A strike or lockout combined with existing challenges in the rail system, at our ports, with trucking and with record low water levels on the Mississippi River impacting numerous barge shipments would have harmful consequences for the agricultural and broader U.S. economies.

 

We urge Congress to deliver a bipartisan bill to the president’s desk well in advance of December 9 at 12:01am when a strike or lockout could occur.  As experienced in September, rail services are anticipated to begin winding down approximately one week in advance of December 9.  We thank you for your responsiveness to this imminent supply chain issue.
